I would not say so. Being a "noble savage" is far different than being an organized mob that set up crime rings. Jeets might act silly but they might not be able to help it while Romanians follow a very clear agenda and they hate your guts because you're better off than them.
Most of the Romanian "beggars" that you have are actually well-registered with the Romanian police that sends them abroad to mess things up deliberately.
