The scam is using the tax-free OPT period to build a $40k+ wealth head start, then transitioning to H1B. By the time they pay FICA, they already used your tax money to get ahead in the housing market.
Your "gotcha" actually proves our point - you're admitting the system has two tiers, and they get to start in the advantaged one.
