The smart move would've been to completely dismantle the name of E-soul entirely. Because if Zero returns the public is just going to think "Please save us again E-soul!" which will still give Yang a massive power boost. Rock set himself up to get completely fucked over if Yang turns on him after he resurrects Zero. I'm guessing he'll just try to kill Yang before that point to tie up loose ends.
