It's a release valve on capitalism. Otherwise all the wealth builds up in one place until the pressure makes it explode.
Capitalism literally only cares about maximizing profits and this causes a lot of problems along the way. Rather than dismantle capitalism entirely like the commies tried, it's better to just take some of their profits and use it to fix the problems.
