Most CDR characters don't have to burst to give CDR. It's the same with liter and rapi, and then rouge and d.wife are completely independent of full burst entirely.
I don't really know any CDR characters who have to burst to give CDR. Though actually now that I think about it I'm pretty rapi can't give CDR and not burst because that would mean you have another B1 which means she can't use her own B1 which means her S1 won't activate for CDR so by technicality I guess her.
