I'm 210, gf is 150. No problems getting places two-up on the cbr250 which has 25 HP. As far as passing power goes, it's not really there with that much weight, but hopefully that video will give you an idea. I think the ninja has more power than the CBR, depending on which year model you have.
If you've already purchased a ninja 250, just ride it for a while. If not, go for something in the 400/500/650 category.

As far as your gear goes, you're fine as is for the msf lot. Personally, I would just buy the missing pieces and not worry about upgrading to ce2 on everything.
However, I also wear just a skin tight armored shirt with work pants/boots and hit 160mph on my way to work. It's all your level of risk. If you get into an accident with ce1 armor, you're going to be well enough protected.
