Mayhaps Taeshi believes that each character has this (let's be real, completely imaginary) "core" self that cannot truly be lost, only painted over. Her transparent fursona Lucy doesn't seem interested in blaming Mike for past "sins" so long as Sandy is out of the picture, suggesting that Second Worst White Cat is the actual cause and getting rid of her will reset Mike back to his old volume 1 self. A notion which is partly supported by his depiction at the end of Another Flame.

I think the so-called operating logic is that, while Mike can't be expected to avoid Lucy during class, he is obligated to minimize contact outside of it. Outside is Lucy's preferred "escape" space and Mike is invading it or some shit, so it's supposed to have more of an impact on her psyche. Though honestly this all just seems like blatant cope on Augustus' part. He can't actually help Lucy in a meaningful way because she clams up and won't let him. And she's not going to move away from that spot during "recess" because that would be admitting she does have a problem. So Augustus can really do is get Mike to go elsewhere. Then Mike stood up for himself, which left Augustus absolutely impotent. So now Gus focuses the ensuing frustration on the one "evil" person he can bully into compliance.

There is that one retconned-in scene where she crashed at Augustus' place pre-December, when Lucy had her first alleyway dream (that we know of). So pretending for a second that Taeshi knows what she's doing, that would suggest Lucy was having those nightmares during that entire period. It doesn't look like she was having any between her return and Eternal Flame, but maybe that's the reason for all that "back to square one" nonsense. Now that Mike has "opened old wounds", Lucy is having her nightmares again.

It is indeed hard to believe Taeshi would ever hand in her license to torment gray cat. Even if Mike's evolution was a major plotpoint, she'd hammer the reset button like a wigged out coke fiend.
