That's a peice of graphite
The used that in reactor cores of nuclear power plants. This picture specifically is from chernobyl where the graphite was in the surrounding area after the explosion. I think it houses the actual rods of uranimum, so they're heavily irradiated themselves. Standing next to this for a few seconds will give you cancer. Picking it up will burn your hand off over the next week. If you havent seen it, I would recommend chernobyl on HBO. It's a fantastic dramatization of the event, even if it's a bit inaccurate to the events themselves
