It's by a modder named Berrymilk. They're called "candy jelly love." IIRC I found this on a discord server or something. I'd link you the site but I can't remember it. Mod's in the catbox though. It is my favorite outfit as of late, despite having it for years. You can customize it as well, with buttons and things. It also comes with an undershirt, and some shoes, but I just equip the "pants" portion to keep the overalls and then I remove everything else. If you do this, be ready to have something underneath it unless you wanna be doing a topless overall look...
