Donkey Kong Bananza is a proper exploration of the gameplay concepts Metal Gear Solid Rising was attempting to engage with.
I am not even joking. In order to do "cut anything", you need fully destructible environments, and Konami was unable to make that work. Nintendo got much closer to the ideal.
