On first watch I agreed with you, but after about 15 years with the series, I think the only meh arc is Heavens arena. (I don’t consider zoldyck rescue a separate arc)
Also Depends on how you rate it. I think there are series on par or better than Hunter, but
In my opinion, there’s no short anime (1-30) or manga (less than 10 volumes) that peaks higher than the best single arc in Hunter.
I think there are a decent amount of long running anime/manga that stay as consistent, maybe with MORE top tier arcs, but I think Hunters top 3 best can contend with any series.
