This is true, most crime is committed by a small amount of repeat offenders. One person can make it seem like 100 people in that community are committing crimes but its just the one guy doing it over and over. Like the guy who stabbed the Ukraine girl on the train, he's been arrested dozens of times and probably committed hundreds of crimes. So it screws up the statistics. Like, when people see a statistic that says there were 1000 assaults that year, it's not 1000 individual separate people doing that, it's way less.
