There's CONSTANT corruption and scandals happening in China. When it affects people's lives they start to protest in the streets because it's the ONLY way to let the government know that people are angry. There is no real courts or structured mechanism for removing corrupt officials.
The ONLY thing that gets the central government's attention are protests, which is also the ONLY thing that the central government is AFRAID of. That's also why all "protests" are censored both inside and outside China.
There's a few websites (outside of China) that use local "chatter" to track how many "protests" there are every year. If you count anything with more than 10 people holding signs (up to 100k people yelling) there are well over 50 THOUSAND protest PER YEAR in China, probably because they get ignored until they balloon out of control to Tienanmen Square levels of angry butt hurt.
