I generally have an idea for a theme, playstyle or mechanic that I wanna pursue when building a deck. It doesn't have to be optimal for the commander, but I do try to make it work well enough. For example Jon Irenicus:

The rest is just filling the deck with cards that fall into those categories plus ramp. It's one of my weaker decks, but nice to play against beginners.
