Yeah I don't know why it's a weird thing in the West, or at least burgerland. Now granted, store-bought ketchup isn't exactly a high quality condiment, but still... for some reason it seems like we're only allowed to put it on hot dogs and burgers and fries and nothing else?
"Omurice" is a very popular dish in Japan, you've probably seen it countless times in anime too. It's basically a ketchup rice omelette, and people draw hearts and stuff on top of it with ketchup if they want to be corny
The thing Usagi does at the end of >>5948245 is something they'll often do for kids' meals at family restaurants and so on. A dome of rice in the center with a little flag on it, and then various sides around it like tako-san wieners or hamburg steak, etc. And yep sometimes that dome of rice in the center can be ketchup rice / omurice too.
