He is problematic if not more since his effect makes some decks virtually unplayable without board breakers exactly against him and can't even be outed with the most common of them, unless you open an edited Tenpai hand. And I'm not even talking about the Photon xyz, Plasma Hole, Cross, Plugin, potential Fiendsmith package or soon Eclipse Twins that can make your potential outs in hand completely useless.

The only reason the ugly bastard is not banned yet is because the most popular decks of the format either rely on links or on board breakers that can easily mess with his sleep, but waking him up also wakes up Detonator and that's the entire problem.
