No. Just because Oda uses certain tropes doesn't make the arcs literally the same. Marineford or Water 7 are literally different from Arabasta. Bleach also did arcs in a row where the main character's friend was kidnapped by an organization and Ichigo had to invade their world and defeat them all in turn to get her back. Naruto literally used the same structure for all of its antagonists. They are sad emo nihilistic characters who suffered as children due to war. Not to mention Kishi's love for the same trope with puppeteers.
