I would say there's a logic to it that he's faking it, but since I believe more in incompetence, I think the writers realized that New Blood's premise of passing Dexter's legacy onwards couldn't be done since the public wants to watch more Dexter and most people don't care about Harrison. So they must've decided he doesn't have a dark passenger after all.
