Ichigo really got unlucky with having the fans she does, because her whole character arc is about learning from her mistake and moving on from Aoi to become 31B new leader, but 90% of the people who like Ichigo don't actually want her to move, and WFS like to pander, so she is pretty much stuck as Aoi accessory for all eternity.
