Because it's from an era where game design was still based and trying wild shit. 3D game design wasn't solved yet so you had a lot of "Will this work? Don't know, but let's try it!" so you had different gimmicks, camera angles, combat systems etc. Not everything worked but that's what made it interesting. Nowadays its all "We know what people like and don't like so we're just gonna go with that."
We unironically need to go back.
