This is a good starting point compared to New 52 and Rebirth, yeah. These stories are going to be more self contained apparently, the current status quo of Gotham is explained very easily within this issue. All you need to know is Alfred has been dead for a while.

Don't stop reading your homework. You can always read New 52 and Rebirth down the line. Rebirth is very continuity heavy so be prepared.
