Even in vanilla P5 I'd say that Futaba and Sae has way more interesting stories going on than what happened with Kamoshida. Like you said, I think people get extra attached to that story because he's one of the villains that's personally being a dick to Joker. But just looking at the story as a whole I don't think it does anything that great narratively, the other palaces that I mentioned tell way better stories imo and they have more interesting puzzles/set pieces going on.
Plus Futaba's palace has the best theme.
