The bladeless models are strictly for use cases when you cannot have a blade, like airports. There is no downsides to having two non-locking blades in your SAK even if you carry a beefier knife, though the entire point of SAK's is to have everything that you'd need in day-to-day tasks in your pocket. The current military issues have a one hand operated locking blade where you actually want to do heavy duty work with it.

91mm models are not meant for whatever hardcore bushcraft work that you need a locking blade for. Most Leathermans don't have a locking blade either, since for the most part tools of this type don't fucking need a locking blade, and people who obsess over it carry a fixed blade knife anyways and see SAK's as toys so who gives as hit.
