AMD was working with a more limited budget in both CPU & GPUs.
They bought ATi in the 2000s to accelerate APU development, a segment neither Intel nor NVIDIA had an answer to.
That turned out to be a good decision, because the PS4 APU revenue kept AMD in business while they were working on Epyc & Ryzen processors.

AMD made a big mistake in letting CUDA grow out of hand, but they never had the development nor marketing funds to match NVIDIA 1 to 1.
NVIDIA took an extremely risky bet when they first introduced CUDA, there wasn't a big enough market for this.

Console makers have nowhere else to go if they're shopping for a reasonably priced APU they can profit off of, and it's not just a hardware issue.
No single company can compete against NVIDIA's graphics R&D and their marketing resources.
That's why AMD's splitting the development expense with Sony atm (Project Amythyst).
Sony wants upscaling, frame generation, and RT because it allows them to sell weaker GPUs, and RT can potentially help reduce game dev costs.
