For 500 hours this is fine. If what he's saying is true about spending an hour a day, then that's about a year and a half, which looks par for the course. Remember, most pros spend 5+ years doing art 8 hours a day to get where they are.
In terms of this piece, it looks like he got overwhelmed with the lighting, which is something he himself recognized so with practice he'll definitely be able to improve. What I think is a bigger problem for him is how in his practice video drawing faces, he repeats the same proportional mistake over and over again. I think he can really benefit from having someone more skilled look through his stuff and give him some pointers.
