He's somewhat misguided in that he thinks of them as a rather homogeneous group, following their leader blindly. After being betrayed he would have to rebuild his idea of how Yokai operate, paying attention to them as individuals, finding their patterns and motivations, chaotic as they may be.

If I may, it might be useful for the council to establish a formal ‘Oversight Committee’ made up of representatives from each grade. That way, the council doesn’t have to shoulder the burden of every small issue, and students can feel more directly involved in decisions. Of course, the council would still have the final say but this way, the weight of responsibility is shared, and no one can claim the council acts without input.

Also a suggestion box is a nice idea, but you might want to clarify what you can actually act on. Otherwise, you’ll just end up with a pile of requests you can’t fulfill, and people will start seeing the council as powerless instead of helpful. It’s a shame to promise every voice gets heard if the end result is that most of those voices go ignored. Better to manage expectations from the start, wouldn’t you agree?
