I think basically all other European countries have identity cards so maybe it's not a dumb idea for the UK to have them
Apparently one of the reasons why migrants come to the UK, instead of settling in continental Europe, is due to the identity card issue. In the UK you don't have to produce an identity card to prove your right to work. In the rest of Europe you do have to produce your identity card to prove your right to work.
