Western nations are the strongest and their strenght comes from being white.
To destroy nation states you reduce the white population.
You also replace them with brown and black people.

As well as that, Western nations are responsible for world population growth.
The world population has grown due to transfers of technology, science, medicine and money from the West.
The elimination of whites leads to the collapse of Western societies leading to the end of these transfers and ultimately the reduction in world population
Essentially to have a world government ruling over a smaller managable population you have to reduce the number of whites and ruin white countries.
