The difference is that those two Pokemon are more respected by TPC than Machump. Hawlucha, like Gengar, was one of Ash’s main Pokemon in the anime while Machump has constantly been depicted as a jobber, so Hawlucha is more important to TPC and thus more worthy of receiving a coveted mega.
