Oda (through Vegapunk) laid it out that the pirates of the world who resist the World Government are the ones that are the closest to finding the One Piece and changing the world. The Yonkou saga was about reaching the very top of this class, which is why the very first opponents Luffy had post-Yonkou saga were an Admiral, Lucci (again) and the WG’s strongest soldiers. Fights he more or less won decisively.
