In principle, Russia is an okay position to provide infrastructure for electric cars as well as getting its auto industry to build more of them (most towns of any size already have electric trams, whether new or of soviet vintage), but I don't think there's much incentive for a big push at the moment. China is a net importer of Oil, but is able to massive increase electricity generation, so it makes sense for them to invest heavily into electric to reduce their dependence on foreign supplies.
