I thought you were troling, but it's worse than you said.
For the side event, you need to get up to 4 5* operators from E0 to E2 level 50, and get their skills from level 3 to 7.
I had 3 5*'s that were at E1 cap that wouldn't work for the E1 goals or skill levels
