The part I would've done differently if I was the Emperor was how I used the primarchs.

The Emperor had four entire primarchs who were experts in engineering, architecture, infrastructure, infrastructure, etc. These are men who could could have and should have been used to build up the Imperium.

As it stands, you have guys like Dorn, master builders, who would liberate a shithole like Necromunda from Orks and then just...fuck off. He'd get a tithe of men and material, and then he'd leave. What a waste, with him and his other brothers he could've turned such a planet into a paradise.
