Honestly at this point Garps image can't REALLY be salvaged. Even if Xebec suddenly starts murdering CD infants (which is very out of character) and Garp does his best to stop, he still has been an enabler for the Celestial Dragons for decades, being a big part of why they can continue to genocide and enslave innocents.
Yes, it doesn't matter that he isn't an admiral. Him simply being a marine and the hero of the marines at that, has made it hard for anyone to go against them. All the whole he is just hanging on resorts with hot women using the blood money he earns or being a fightfag that actively reinforces to hold the world government has over everyone else.
