I don't think Japanese mangaka really understand this concept. For them, unless you're the one actively committing a crime against humanity then you're not culpable. Garp's strength contributing to the preservation of Imu's empire makes him also at fault for all of his wrongdoings. He is replacable but that doesn't mean he doesn't have agency.
