We can do instantaneous communication right now.
When we entangle a particle with another particle, the face of each particle is at every position, all at the same time, until we observe it.
Once we observe one of the particles, the face points a single direction and the other entangled particle points in the perfect opposite direction.
Using this, we can observe a particle, stop observing and repeat.
You can pulse 0 and 1's through observing the particles.
Now the next part is kinda confusing but ill try and explain it.
It wouldn't be feasible to quantum entangle every CPU in existence to each other to send data between every other PC.
But it would be feasible to entangle a single particle within a CPU and have the other entangled particle at a server hub.
All the server hubs are entangled with each other, all around the world.
This will be near instantaneous data transfer from anywhere in the world.
