There haven't been any new chapters, unfortunately. Pochi-sensei has talked about wanting to write for it more now that she's feeling better.
Chiyo does offer to trap Yuu's enemies in eternal time loops, and there are a few other instances that show that she really is the top dog in the setting. Haru (heavily implied to be a Hound of Tindalos) was defeated by just her shadow. It's also stated that Chiyo could rewrite the entire world on a whim if she wanted to.
I recall seeing theories about time loops (with the canon H-manga taking place in later loops) or Yuu actually becoming the setting's King in Yellow so he and Chiyo could be together forever. Like you said, we can't really tell yet.
