I have this idea what it would be since you mentioned PPGZ, make it connected to Powerpuff Girls Z. A spinoff which has Ken, Professor Utonium's son, becoming an exchange student in the US after finding out the same white rays that gave the Powerpuff Girls Z powers also went to the US so he seeks to investigate. He dresses as his original design, looking like Dexter making him the anime Dexter. He discovers the host family he stays with, which happens to be Dee Dee with her parents, is where the white rays hit, which has affected Dee Dee and also affected her friends Lee Lee and Mee Mee, so he sets up his own laboratory to observe the three girls and he convinces Dee Dee, Lee Lee and Mee Mee to be American versions of the Powerpuff Girls Z which they dub themselves the G.I.R.L. Squad. Most episodes would play out like episodes of Dexter's Laboratory, only difference is Ken doesn't kick Dee Dee or her friends out of his laboratory which instead of in his bedroom it is like a pocket dimension he creates from a ball which he throws like it was a pokeball and it forms his laboratory, he always brings the girls in to check them out with their new powers and tries out new inventions with them, but they prove to be a handful as they cause explosions and mishaps due to pushing buttons or their own powers so he creates his own version of the Clone-O-Matic so he makes two clones of himself to keep all three of them in check, even though he would be hard on them he also gets along with them more, he gives them new inventions they can try out like giant robots or new costumes when they fight crime.
