this is false. the punisher plasma projectile can and does make contact and inflict damage. if it didn't then these voteless would survive with bleedout HP remaining instead of being killed instantly, as even the weakest voteless has effectively 200 hp on its main HP, 50 more than just the explosion damage alone.
