It is the stereotypical "DB villain face", something Toriyama himself used it a few times, though he was capable of drawing more (Such as how distinct all Cell forms look, even if Perfect Cell has the more generic face).

Sealas also had this really weird design when he fused with his robot. Looks like Sephiroth after a charcoal shower.

I have yet to see someone who disagrees with that... An old goat wizard works so well, and Toyotaro just had to remove anything recognizable about his design... It is funny Mechikabura sort of went through the same thing, but not as bad.
