Shin splints is usually from overuse of the tibialis, which happens when you speed walk and take long strides, you're probably flexing your feet and keep them tense. The raised heel allow/promote a longer unnatural stride, this is why running sneakers went from flat to having a raised heel with the idea that longer stride = faster run.
A natural shorter stride/mid foot strike engages the calf muscle which obviously much larger than the tibialis and is meant to absorb the weight and shock when running.
