It's never worth being the primary engage as a Support. People don't follow up, or they won't be able to see the mistake the enemy side just made. I often find when I want to poke too, as Rakan and Senna it baits my ADC into thinking I'm going all in, and then they get punished because they can't read the situation.
I think it's worth to be playing any engage as a peeler for your carry / ADC - depending on what you play, or as a follow up engage.
This is almost the reason why I refuse to play Diana, and Leona despite liking their kits - people being too afraid to follow you in.
