Like I said, at the highest level of chocolate making, you should be judging individual brands rather than making these blanket generalizations, because there is nothing inherent in the geography of a country that forbids good chocolate-making. It's not like wine, where the soil affects the taste and quality of the varietals.
Many breakout top brands are from places like Norway, Ecuador, the Philippines, Brazil, or Canada which you wouldn't expect.
