I think he was an interesting character in a way that isn't really talked about at all. Cell was like this spoiled child told from the time he was made that he was this ultimate lifeform that would become perfect once he did certain things. That's all he knew and once Cell finally achieved that, it was like he had nothing to really live for and only seemed interested in fighting and testing his power. Was he even a "villain"? Yes, he did bad things and killed many people, but he was basically programmed to think that way. Sometimes I like to imagine a what if where maybe if certain things had happened differently, he could have had the potential to be a "good guy" like Vegeta and fought with the others.
