At this point I think Loki joining is 190 IQ. Harald and Rocks are obvious parallels to Loki and Luffy. The eccentric D Clan member with big dreams, relentlessly asking the super powerful Giant to join them(Luffy won't ask just once obviously), and the Giant saying no every time. The difference will be that Loki will end up saying yes, and I think Harald in his later years regretted turning down Rocks. Loki will say yes once he sees similar qualities in Luffy that Rocks has, and realize he's finally getting "Rocks" to take him onboard.
