I do it both ways at home. It's not much of a difference. If you're going for uniform sauce than under is better. If you're going for that "some bites have sauce and some don't" than over is better. I like the later because it's cleaner, you don't get sauce on your hands and face, but if you're eating it with a knife and fork that doesn't matter.
I think I might be putting too much sauce on, but I make it myself and it goes bad so I use it all up.
I actually prefer thin crust, but my wife doesn't like it and it's more of a pain to make. "Detroit" is piss easy. Just throw the dough in an oiled pan and stretch it.
My pan is too shallow, but it's close enough.
