As fun as keiba is it's definitely sad and fucked up that owners and trainers are pretty much incentivized to keep doing the kinds of things that get horses injured like this, I don't know what could really be done to keep the good fun parts of keiba without letting this kind of thing happen since the type of people who get involved with buying and racing horses don't seem to be the type of people to suddenly stop cynically chasing the profit motive and playing the numbers game
