The speed skills are super valuable if you're max speed because it puts you over the cap of 1200, so 2 double circle speed skills means you're at 1320 speed (60+60), I usually use Umalator to see what the average boost is from skills, but the race specific green speed skills are always consistent which makes them very good choices to take in most cases
