Good NPC AI can't be done by brute force, raw computational power, like LLMs and image generation are. It's all design. You have to construct behaviors for enemies, oftentimes around the specific scenarios and stages, to keep players engaged and on their toes.
Half-life did this, FEAR did this. How much that enemy behavior is truly decided by the AI itself, who cares. Those little dudes are not gonna manage by themselves. You gotta guide them.
