In Touhou 18, which Sakuya is one of the main playable characters in, every character has access to ability cards which perform a specific function. One of said cards is this one, Okuu's ability to spawn an underground sun. Okuu's suns are real and have burned vampires like Remilia in the same way normal sunlight would, and Sakuya has access to this.
So she can just spawn a sun near Dio and win instantly.
